There is only one phase for many of our admin projects/codes ("general"). There have been times that I thought that I started the timer for an admin project, only to realize that the timer was held up due to a notice to select a phase. In instances where there is only one phase from which to choose, the timer should automatically and CONSISTENTLY default to that phase and start the timer. Fewer steps = better. (I checked and it is mandatory to have at least one phase in order to create a project, so there is no workaround there.)
